Actually, my understanding is that the original vision of the web was strongly interactive; TBL talked about everyone being able to edit pages, send submissions, and use the web like an interactive playground.
What's funny is that wiki beat the W3C to the punch. The W3C had many projects in it's wings for a read-write web, but it focused on perfection and quality, whereas wiki was able to make do with, "eh, this works, more or less."
Check out TBL's book, "Weaving the Web," or something like that. I'm pretty sure that's where it's all laid out.
